Windows NT 4.0 and greater support Unimodem modems, if your device is not supported though Windows can be configured to use the MODEM.INF file instead.
Open your registry and find the key below.
Create a new DWORD value named "EnableUnimodem" and set it to equal to '0' for disabled.
Restart Windows for the change to take effect.
